Entrepreneurial Zone Baška is located along the northern limit of the town of Baška on the island of Krk. Public highway D-102 (Šmrika (D-8) – Krk – Baška) runs along the central part of the perimeter, and is the only part of the perimeter marked as constructed land in the Municipal Spatial Plan. Business zone (K) Baška covering the total area of 6 ha can accommodate any business activity (civil engineering, workshops, gas station, public parking lot, etc.) necessary for the operation of the Municipality main economic activities.

The project implies the construction of municipal infrastructure and the construction of production and commercial facilities on an area of 2.1 ha. The land on which the zone will develop is completely flat, so this is also a great advantage for the possibility of expansion, while it is located right next to the Bribir-Grižane road. All facilities can have several floors, which increases the possibilities of business areas. Next to the location of the commercial zone, there is an electric line, water and developed road infrastructure in the direction of both settlements – Grižane and Bribir, as well as the town of Crikvenica.

Public highway D100 runs along the edge of the town of Cres. Between it and north from the county road Ž5124 is the Volnik Business Zone. The business zone includes the “Cresanka” warehouse, the administrative building of the water and sewage utility company “Vodoopskrba i odvodnja”, “Cres Lošinj” and “Elektro vode” utility companies, vehicle technical inspection station, the “Volnik” trading facility, and the “Sablić” car service and maintenance centre. Next to the business zone, on the south side of the county road, are the Dari recreation zone and the graveyard. The traffic connections between the island of Cres and the mainland run through public highway D100, through the Porozina – Brestova ferry, and continuing on public highway D402 (2.7 km) and public highway D21, leading to the regional capitals Rijeka and Pula. Another option is to use public highway D101 and the Merag – Valbiska ferry, state highway D102 and the Krk bridge, which connects with the Adriatic tourist road (D8).

Business zone Cernik K1 is located next to the Čavle junction, connecting the Kukuljanovo and Bakar industrial zone with the Rijeka – Zagreb freeway. The intended use of the Zone is business activity, encompassing smaller production, warehousing, service, crafts, or utility services. The limit of the zone on the west is the Rijeka – Zagreb freeway, on the north the Čavle junction, and on the east the D 40 public highway. The area is partially constructed – the north part includes the halls of Metro, MAN and Auto Hrvatska. There is especially high interest in the Business Purpose Zone K1 due to its location relative to the traffic infrastructure. Therefore, the developmental potential of this zone should be observed within a wider area – that of the Rijeka ring road – instead of within the Čavle Municipality administrative area.

The northern limits of the area encompassed by the zone are the freeway and the Rijeka – Zagreb road. The zone area is located on the plateau part of Grobničko polje, which is in turn located in the immediate vicinity of the Bay of Rijeka. The zone can be accessed from the public highway D 40 Konj – Čavle – Sveti Kuzam – Bakar, and the public highway D 3 Rijeka – Zagreb can be accessed from the Konj junction which is in the immediate vicinity. Access roads towards road D 40 are not regulated, even though there are two ways to approach the zone – from the west and from the east edge. The area is almost completely non-constructed. Even though the zone is not yet being used for its intended purpose, there are several previously existing buildings within the area where business activities are carried out (a catering facility by the road, concrete goods manufacture etc.) with partially constructed zones.

Business zone K-1 Podrebar is located on the edge of the town of Delnice. Various businesses have been active within the Zone for a number of years. The plan is that the Zone should mostly include the construction of objects intended for service, trade, crafts, and utility service purposes. However, there is a possibility for the construction of business facilities with arbitrary contents, but those must meet the environmental protection measures in the phases of planning, design, and choosing contents and technologies.

Business zone K-2 Kolodvor with the surface of 9,18 ha is located at the edge of the town. Various businesses have been active within the Zone for a number of years. Within the business-purpose construction area K-2, including the area of the traffic (railway/road), customs and technology terminal, the construction of objects intended for service, trade, crafts, and utility service purposes is planned. Apart from mostly using the space for its basic purpose, there is a possibility of the construction of the following ancillary contents: office space, business-related research centres, and other contents completing its basic purpose, technology parks and entrepreneurial and business centres, malls, convenience stores, specialised stores, display and retail salons, and similar buildings, tourism-based restaurants/hotels, building for crafts without environmental impact, public and social objects, roads and other traffic and utility objects and devices, as well as other ancillary contents.

Buisness zones I1-3 Lučice which is located in the suburban area of Lučice, 2 km from Delnice has always been the central zone for the business and production activities of the City of Delnice. It is situated between important traffinc routes: the Zagreb – Rijeka freeway, public highway D3 Zagreb – Delnice – Rijeka, public highway D32 GP Prezid/R. of Slovenia – Delnice – Mrkopalj, and the main railway Zagreb – Rijeka. The most significant element of the spatial development of the this area, intended for business purposes, is its favourable position in an area with exellent traffic connections with the centre of Delnice and larger cities such as Zagreb and Rijeka, as well as with the Rijeka harbour, which opens significant options for development and availability to the Zagreb and Rijeka macroregional markets, as well as the market of neighbouring and overseas countries. The area includes a partially constructed south-western part and the completely unconstructed north-eastern part.

The Zagreb – Delnice – Rijeka runs to the west from the area, as well as the D3 public highway Zagreb – Delnice – Rijeka (to the west from the freeway) and the public highway D32 GP Prezid/Republic of Slovenia – Delnice – Mrkopalj.

I2-7 Javornik production zone is located on the peripheral part of the settlement of Delnice, at the crossing of two state roads, DC 3 and DC 32, only 1 kilometre away from the junction on the motorway Goričan – Zagreb – Rijeka and the main railroad Rijeka – Delnice – Karlovac - Zagreb. The premises are equipped with connections for water, electric power and telephone. This is the location of the abandoned buildings of the former military warehouse V2. The buildings have been devastated and the objective is to reconstruct, expand and revitalise them in order to bring purpose to the premises and attract investors who deal with production and processing in any industrial branch, as well as craftsmen and entrepreneurs in production and service businesses, to open their plants and business premises here. No business subject currently does business in the zone. The land is owned by the Republic of Croatia and it can be expected that requirements for resolving the ownership relations with the state would be provided as part of the stimulation of the development of entrepreneurial zones.

Business zone Vrata is located in the Fužine Municipality, in an exceptionally favourable location: 500 meters from a county highway and only 1000 m from the Rijeka – Zagreb freeway. Due to the vicinity of the freeway, the zone is especially interesting for warehousing. It features utility infrastructure objects. There are currently two active business entities in the Zone. The Zone offers the possibility of the construction of objects for activities requiring the instalment of smaller production plants – a wide spectrum of crafts, as well as warehousing, service, trade or utility service contents and programmes. A new feature is the possibility of developing infrastructure objects for the exploitation of solar energy.

Business zone K1 Klana is located in the immediate vicinity of the town of Klana, along the Klana – Studena county road. County highway Ž5022 runs along the south-western edge of the Zone area, connecting the towns Klana and Studena. The business zone features three existing connections with the Klana – Studena county road. Though located in the immediate vicinity of the centre of Klana, the Business Zone is far enough from the town and the settled zone. It features the necessary infrastructure, a traffic connection with the county road, a location in a mountainous area – an area of special state concern – and in an area bordering with the Republic of Slovenia, allowing for the possibility of developing economic and social cooperation in all segments of life, as well as the possibility of better traffic and infrastructure connectivity on the basis of joint investments, etc.

Business zone K-3 Šoići includes the area which is located in the eastern part of Kostrena. The zone boasts excellent traffic connections with the municipality’s centre and the public highway D-8 (Adriatic highway) on the northern part of the zone. Total surface area of the zone is 15.96 ha. The zone is partially constructed. Two office buildings with pertaining facilities are located in the northern part of the zone. This part of the zone includes utility infrastructure, traffic, telecommunications infrastructure, power grid (a newly built SS), public lighting and public sewerage connected to a separator with a BioDisc. Business zone Šoići is intended for the construction of facilities for service, warehousing, trade, utility service and similar activities.

Business zone K1 Žlibina is located in the southeast, by the construction area of the district of Kraljevica. It is connected to the county road which leads from D8 (Adriatic highway) to the bridge leading to the island of Krk, while the zone entrance is located 150 m from the highway and 2 km from the Rijeka bypass in the highway’s profile. The zone is located 750 /1400 m from the sea, i.e. the port of Kraljevica. The total surface area of the planned area is app. 6.65 ha. The Zone was established in 2003. A detailed urban plan was made in 2004. The construction of 20 business parcels was planned, 9 of which are already in use. Four companies are active in the zone at the moment: a construction material store, boat equipment, service and sale store, furniture construction plant and exhibition and sale area, and a plant for the production of paper and cardboard packaging.

Business zone Sorinj, 7.6 ha in surface, is located in the south-western part of the Lopar Municipality, in the Sorinj area, approximately 1600 m from the town of Lopar and approximately 400 m from the shore (Vardaškolj bay – ferry port). Public highway D-105, the primary road on the island, crosses the Zone. The traffic position of the business zone is favourable. Public highway D 105 crossing the perimeter is an optimal traffic connection between the future business zone and the towns or other areas in the Lopar Municipality and the island of Rab, as well as main road routes, which in turn connect the Zone with maritime and air traffic routes in the county and across Croatia. The Zone is divided into two specific wholes separated by the public highway with different natural features, different spatial organization possibilities, and different construction possibilities. The Zone is located remotely from settled and tourist areas and from the narrow coastal belt, with relatively favourable utility connection and main road connection options.

The Zone is located in the northern part of the Matulji Municipality, on the natural traffic route running from Rijeka towards Trst and Ljubljana, near the Slovenian border. It is the largest work zone in the series of zones planned for the area between Matulji and Rupa and one of the larger zones in the Primorje – Gorski kotar county. The main railway Rijeka – Šapjane – Ilirska Bistrica and the 110 kV distribution power transmission line Matulji – Ilirska Bistrica run through the Zone. It spreads along approximately 2800 m in the direction south-east – north-west, between public highway D8 to the north-east and the new Rijeka – Rupa freeway running to the south-west. The size of the Zone and its comparative advantages enable the organization of various activities – with similar functional and technical features.

The municipality of Matulji has an exceptional geostrategic location since it is situated right next to the Slovenian border, in the vicinity of the Rijeka harbour, the highway Rupa-Rijeka-Zagreb and the railway line RijekaŠapjane- Ilirska Bistrica, representing thus the connection point with the Pan-European corridors Vb and X. The business zone R-1 covers the total surface area of 14.5 ha and is situated in the furthest northern part of Matulji, between the railway line in the North-West (railway line Rijeka – Šapjane – Ilirska Bistrica) and the state road D8 (Adriatic coastal road) in the South-East. The zone is located opposite to the Business zone R-2 with which it is connected by a grade separate intersection with the access to the state road D8. The entrance to the Zone is 3 km from the highway Rupa-Rijeka, interchange Jurdani, 12 km from the Rijeka harbour and 40 km from the Rijeka airport.

The Municipality of Matulji has a superb geostrategic location since it is situated right next to the Slovenian border, near the Rijeka harbour, highway Rupa-Rijeka-Zagreb and the railway line Rijeka-Šapjane-Ilirska Bistrica, representing thus the connection point with the Pan-European corridors Vb and X. The R-2 Zone is situated opposite to the Business Zone R-1, with which it is connected by a grade separate intersection with the access to the state road D8. The entrance to the zone is 3 km from the Highway Rupa-Rijeka, interchange Jurdani, 12 km from the Rijeka harbour and 40 km from the Rijeka airport.

The Business zone Rupa covers the surface area of 10.32 ha and is situated next to the very town of Rupa, in the vicinity of the Slovenian border. The entrance to the zone is 0.5 km away from the highway Rupa-Rijeka, interchange Rupa, 25 km from the Rijeka harbour and 55 km from the Rijeka airport. The land plot in the zone is 100% privately owned. The allocation of the Business zone Rupa is services – maintenance services, which means areas intended for organisation of commerial, warehousing, service, maintenance and trade activities.

Business zone K3 Jušići covers the total surface area of 6.38 ha and is situated in the North-West area next to the border of the broader area Matulji, covering both sides along the county road Jušići-Rukavac, immediately next to the Business zones R-1 and R-2, separated from them only by the railway line Rijeka – Šapjane – Ilirska Bistrica. The entrance to the zone is 3 km away from the highway Rupa-Rijeka, interchange Jurdani, 14 km from the Rijeka harbour and 42 km from the Rijeka airport. The primary allocation of the Business zone Jušići is services, minor production facilities, commercial services and utility services.

Business Zone K1 West with the surface of 20,5 ha is located in the western part of the town of Novi Vinodolski, along county highway Novi Vinodolski – Bribir (ŽC5064), which passes along the Zone’s north-eastern side, connecting onto the D8 public highway (Adriatic highway). The entrance to the zone is 1800 m from the Adriatic highway (D8) and from the sea, i.e. from the Novi Vinodolski public harbour. The Zone is in a construction area for special purposes – economic (business) purposes, intended for business activities including smaller-scale production, warehousing, trade or utility service facilities.

There are economic and infrastructure facilities of importance for the Republic of Croatia, and some of international importance (oil transport) in the Omišalj Municipality. The service zone Pušća, with the surface of 16.4 ha, is located on the territory of the Omišalj Muncipality. The position of the zone is attractive due to its traffic accessibility, its location along public highway D102, and the vicinity of the bridge and the mainland. Due to its position and the possibility to set up larger functional surfaces intended for trade, wholesale, service and tourism facilities, its significance exceeds the borders of the county. The zone features comprehensive utility features.

The 11.7 ha work zone Mišnjak is located in the south-eastern part of the island of Rab along the D105, 1.5 km from the Mišnjak ferry port. This location is also in the vicinity of the future airport, construction waste landfill and future solar power plant. The Zone features a 250 m access road connecting to the D 105 public highway and encompasses a network of roads within the zone with fully developed infrastructure. The Zone includes 14 construction lots with connections onto all infrastructure facilities. The parcels in the Zone can be offered for long-term lease at favourable prices or, in exceptional cases, the purchase of construction lots within the Zone.

Ravna Gora business zone, with an area of 7.34 ha, is located west from the centre of Ravna Gora, near the settlement of Šije, right next to the Šije junction. The said zone has access from the county road Ravna Gora – Rijeka (ŽC-5034). The coverage area of the zone is in the construction area for business and production purposes, i.e. activities including smaller production and storage complexes (retail, smaller production plants – crafts, storage, services, municipal services).

Entrepreneurial Zone Bodulovo is located in the west part of the City of Rijeka, in the valley flanking the Škurinjski potok creek. Its 11 construction plots, the surface of which totals 14,502 m², are planned to comprise facilities intended for business purposes. Ten plots within the Zone are intended for sale to entrepreneurs. The size of the plots varies from 1,000 to 3,150 m², while the planned maximum gross developed surface of the objects is between 715 and 4,000 m². The largest construction plot, 8,558 m² in surface, is intended for the second phase of the project – the construction of the Rijeka Development Centre with a production incubator. A Detailed Plan for the development of the trade and service area – Bodulovo Work Zone – was passed in June of 2004.

Work zone Marinići K-1 is located in the south part of the Viškovo Municipality, in the northern part of the Marinići settlements, in the immediate vicinity of the Rijeka – Viškovo road. The surface of the work zone is 27.84 ha. Most of the west part of the Zone is developed, while the eastern part of the Zone is only partially developed. The intended purpose of the Zone is production and business, meaning that buildings with production and business purposes can be developed there: small-range production facilities for crafts and trades without a negative impact on the environment, service workshops, warehouses for certain production purposes, shopping and restaurant/café facilities as service areas, business, administration and office buildings, trade facilities: wholesale distribution centre, distribution centre, retail stores, display and retail salons and shopping complexes, mall, warehouses, service, utility and service facilities, compatible facilities or independent facilities on the same construction lot, restaurant/café facilities accompanying business facilities, without accommodation.

The work zone Marišćina K-2, with an area of 7.2 ha is located on the northern border of Viškovo Municipality, where it meets Klana Municipality. South of the planned work zone Marišćina is the County Waste Managing Centre (Županijski centar za gospodarenje otpadom -ŽCGO) ˝Marišćina˝, while in the vicinity of the northwest zone of the planned zone, the production zone I1 – asphalt base ˝Marišćina˝ - has been formed in the border area within Klana Municipality. The area of the work zone possesses infrastructually favourable features, primarily because it has been formed between two county roads: ŽC 5023: Studena (L58014)- Ž5017 from the southeast side and ŽC 5017: Rupa (D8) - Škalnica - Saršoni - Orehovica (D3) from the west, from where it is also planned to connect the Marišćina work zone with the traffic system. The closest inhabited areas are located approx. 1.5 – 2 km away, which is favourable for the construction of the facilities thanks to the good road connections with nearby settlements, while its distance from residential buildings allows for the conduction of activities that are prohibited in the vicinity of inhabited areas. There is a protective green belt around the area. The Marišćina work zone will be primarily indented for production and services, which presupposes areas for production plants, research and innovation centres, storage and retail facilities, shops and communal and service activities.

Entrepreneurial business zone (K-1) Vrbovsko is located in the suburban area of the town of Vrbovsko, on a mostly undeveloped area between the town and the Zagreb – Rijeka freeway. Since Vrbovsko is located half way between the two towns, a prominent feature of the Zone is its connectivity with such centres. Facilities with various purposes are located in the areas intended for business purposes – trade, service, utility service, smallerscale production – crafts and trades, and accompanying warehousing facilities if necessary. Apart from the basic activities, the areas intended for business purposes can also accommodate administration facilities, offices and restaurants/cafés, traffic infrastructure – gas pumps and other activities supplementing their basic purpose.
